Dr. Shindelar explains that the network operating inside CIGIE, the Council of the Inspectors General on Integrity and Efficiency, controls the entire federal oversight system. It is an independent entity not subject to FOIA. Its records are hidden and complaints about misconduct are routed back into the same council run by the Inspector Generals.
He says this structure has turned oversight into a wealth extraction system. They choose the leaders they want, protect the corrupt, and push out anyone who will not obey. No investigations means no accountability.
Many inside government think they are shaping policy, but they are not. They are useful innocents and useful idiots propping up a system designed to enrich a protected class while the public pays the price.
