As Colombia’s FARC maintained control of cocaine production, Cuban intelligence helped move drugs through Venezuela to financially strengthen the guerrilla movement and counter U.S. influence. With an unprotected border stretching thousands of miles, trafficking expanded with the help of the Venezuelan military. Generals soon realized how profitable the operation was and took control. Named after the suns worn by Venezuelan generals instead of stars, Cartel de los Soles became a cartel led by graduates of the Venezuelan Military Academy. This was not corruption of the state. It was a cartel created by the state.
